Toa Payoh West gets more than 6,000 homes and the town’s first mall at Caldecott

Toa Payoh West will get more than 6,000 new homes over the next ten years, mostly public flats with some private housing, under a master plan from the Housing and Development Board released on 31 October. The homes, shops and parks will cluster around Caldecott MRT station and form a second heart for the town, alongside the existing town centre at Toa Payoh Central.

The plans are on show at the HDB Hub Level 1 Gallery from 31 October to 2 November 2026. After that, selected exhibits stay in the same space until mid-2027.

Toa Payoh Hillside comes first

The first BTO project under the plan is Toa Payoh Hillside, which HDB will offer in the November 2026 BTO sales exercise. It sits next to Caldecott MRT station and has about 1,600 flats across five blocks of 31 to 43 storeys.

The mix is 590 two-room Flexi flats, 580 four-room flats and 260 Community Care Apartments, plus about 230 public rental flats. Within the development are a supermarket, shops, a fast food restaurant and a food court, and a childcare centre.

Community Care Apartments open at 55

The 260 Community Care Apartments will be the first in Toa Payoh, up from the 240 units announced earlier. From the November 2026 exercise, the minimum age to apply for one drops from 65 to 55.

The CCA block will link directly to an Active Ageing Centre, a Residents’ Network Centre and a precinct pavilion, with a sheltered path to Caldecott MRT station. Common corridors get grab bars and coloured wayfinding cues to help residents move around safely.

A mall, a park and a possible school

The centrepiece is a mixed-use development that puts homes above Toa Payoh’s first shopping mall. Plans for a school in the area are being studied.

In front of the mall, a plaza leads into a 1.2-hectare wellness park with nature-themed playgrounds, a jogging track and fitness stations built to help seniors with strength, mobility and balance. Quieter corners include a butterfly trail, a sensory alcove and rain gardens.

Walking routes and green spaces

A Central Green Valley, a chain of parks and precinct greens, will run through the estate and link homes to Caldecott MRT station and the new mall. Block heights step down towards the valley, with lower-rise buildings and open spaces set between the taller blocks to echo the area’s hilly ground.

A 15m-wide, tree-lined, car-free community corridor with seating will connect Caldecott MRT station to Lorong 1 Toa Payoh.

Caldecott station is served by the Circle and Thomson-East Coast Lines, and Toa Payoh MRT station and bus interchange are nearby. The upcoming North-South Corridor is set to add better walking and cycling links.

Near the existing town centre, the Toa Payoh Integrated Development, which brings sports, healthcare and community facilities together, is due for completion by 2030.
