Blocks 634 to 641 Pasir Ris Drive 1 vote in a Home Improvement Programme (HIP) poll from 13 to 15 November 2026, the only precinct still to poll on HDB’s list of upcoming HIP polls. The precinct sits in Batch 17 of the programme, alongside Blocks 626 to 633 and 642 to 651 Pasir Ris Drive 3/10, which polled from 30 October to 1 November.
The HIP goes ahead only if at least 75 per cent of a block’s eligible Singapore Citizen households vote in favour. Singapore Permanent Resident households cannot take part in the poll. A precinct working committee, chaired by the Adviser to the Grassroots Organisation, brings together residents, grassroots leaders, HDB officials and Town Council officials.
What the vote decides
A yes vote brings the Essential improvements, which the Government pays for in full for Singapore Citizen households: repair of spalling concrete and structural cracks, replacement of waste and soil discharge stacks that are cast iron, or UPVC with leaks and cracks, a new clothes drying rack in place of the existing pipe sockets, and an upgrade of the electrical load after the HIP works are done, where applicable. Flats with no existing pipe sockets do not get a rack.
Households then pick from the Optional items and pay only their share of the works done in their own flat: a package to upgrade existing toilets or bathrooms, a new entrance door, a new grille gate, and a new refuse chute hopper where applicable. For HIP projects polling after 30 March 2020 the package includes larger wall and floor tiles and better-quality sanitary fittings, a decorative or laminated timber door with enhanced resistance against scratches, a wrought iron grille gate or mild steel gate with an interior thumb-turn knob, and, where technically feasible, an external retractable drying rack with seven stainless steel poles.

Opting out of the toilet upgrade needs a water test, and the toilet must pass it to protect the flat below. A toilet with an existing leak, or one found during the test, has to be upgraded. A household that does not go through the test, or declines the upgrade after a failed test, is fully responsible for any ceiling leak to the flat below for six years. HDB decides under SCDF’s Fire Code whether a flat needs a fire-rated main door, and a home fire alarm device is installed with it.
EASE items are optional too, and the package was refreshed from 1 April 2024: grab bars, slip-resistant treatment for existing toilet floors, a wall-mounted foldable shower seat and ramps, among others.
What a household pays
Singapore Citizen households pay a share of the Optional works by flat type: 5 per cent for 1-, 2- and 3-room flats, 7.5 per cent for 4-room, 10 per cent for 5-room and 12.5 per cent for Executive flats. For the full Optional package with a fire-rated main door and home fire alarm device, HDB’s estimates are S$599.50, S$899.25, S$1,199.00 and S$1,498.75 respectively. With a non-fire-rated door the figures are S$594.05, S$891.05, S$1,188.10 and S$1,485.10. All amounts are estimates inclusive of 9 per cent GST, and the final bill is fixed only when the works are complete.
The full EASE package with a single-step ramp is estimated at S$286.65 for 1- to 3-room flats, S$430.00 for 4-room, S$573.30 for 5-room, S$716.65 for Executive flats and S$731.65 for Executive Maisonettes. Elderly residents in HDB rental flats have the items fully funded. Singapore Permanent Resident households pay the full upgrading cost, though not for Optional or EASE items they opt out of. Payment is due only after all the upgrading works are completed, when HDB sends an invoice for the household’s share.

What follows for Pasir Ris Drive 1
If the poll passes, households choose their Optional and EASE items through HDB’s e-Service by 24 December 2026. Works on the first block would then start in 1Q 2027, about four months after the poll, and the precinct’s works would take about 22 months after the result is announced. Heptacon Construction Pte Ltd is the main contractor, with AWP Pte Ltd as lead consultant.
A kitchen cabinet that blocks a discharge pipe due for replacement is removed, and the household reinstates it at its own cost. Contractors and their workers may not solicit work directly from residents.

The HIP Information Centre is at the void deck of Block 641 Pasir Ris Drive 1, open Mondays to Saturdays, 8am to 6pm, closed on public holidays, with a toll-free hotline on 1800-932-5197. Works inside each flat take 10 working days or less, depending on the improvements chosen.
