Built Environment Productivity Measures: What BCA Is Changing

BCA is rolling out new pro-enterprise measures to accelerate built-environment sector transformation, including a two-way public-sector project feedback mechanism and changes to construction workforce testing.

From May 2026, consultancy firms can rate government agencies’ practices, complementing the existing system where agencies rate consultancy firms.

What Else Is Changing

BCA will also progressively cease overseas testing for new Construction Work Permit holders from January 2027. From January 2028, new Construction Work Permit holders must pass the SEC(K) trade test in Singapore within one year from Work Permit issuance to be eligible for renewal.

A new Buildability Type Approval will support developers and project teams adopting a Kit-of-Parts approach.
