Education Minister Desmond Lee said on 16 September 2026 that MOE is studying whether teachers can focus on two of three non-classroom pillars (form teacher, CCA and committee work), with a pilot in six schools from January 2027, The Straits Times reported.
He spoke at the Schools Work Plan Seminar at Singapore Expo to about 1,900 school leaders and teachers. Many teachers currently cover all three pillars outside classroom teaching, and Lee said constant switching costs time and mental bandwidth.
The six pilot schools
Primary: St Anthony’s Canossian Primary, Woodgrove Primary and Zhangde Primary. Secondary: Commonwealth Secondary, Deyi Secondary and Jurongville Secondary. MOE will study how duty mixes work in combination before any wider roll-out.
Support around the pilot
Lee also pointed to more coaches, instructors and non-teaching staff for CCAs, flexible learning spaces, and a curriculum push toward inquiry-based and collaborative learning. Allied educators in priority areas have roughly doubled over a decade, from about 800 to 1,600, with admin staffing up about 50 per cent on average, he said.
This is a six-school study from January 2027, not an immediate system-wide change to form-teacher, CCA or committee expectations.
