Changi Power Bank Rules: What Travellers Should Pack Before Flying

From 15 April 2026, passengers departing Changi Airport can carry a maximum of two power banks per person. They must be packed in hand-carry luggage, not checked baggage.

The rule matters because power banks are lithium-battery devices. Keeping them in the cabin makes it easier for crew and passengers to respond quickly if a battery overheats, swells or catches fire.

Power Bank Limit

  • Up to 100Wh, about 27,000mAh: allowed, up to two power banks per person.
  • More than 100Wh and up to 160Wh: allowed only with airline approval, still capped at two power banks per person.
  • More than 160Wh: not allowed.

Travellers carrying more than two power banks will have to dispose of the excess units before the flight. If your power bank does not show its watt-hour rating clearly, check with your airline before leaving for the airport.

How To Pack Them

Pack power banks and spare battery packs in your cabin bag. Do not place them in checked luggage. Changi also advises that power banks should be protected against short circuits when not in use.

Practical ways to do that include keeping the device in its original packaging, placing each battery in a separate pouch or plastic bag, or taping over exposed terminals. Do not travel with damaged, swollen or unusually hot devices.

What You Cannot Do On Board

Passengers must not recharge power banks on board the aircraft. They are also advised not to use power banks to charge phones, tablets or other portable electronic devices during the flight.

Stowage rules can differ by airline, so check the airline’s cabin-baggage policy if you are carrying higher-capacity batteries, multiple devices, or a power bank near the 100Wh to 160Wh range.

What Counts As A Power Bank

A power bank is a portable device primarily designed to supply power to other equipment. A phone with reverse charging is not treated as a power bank, but a removable battery case for charging a phone does count. A laptop is not considered a power bank under this rule.
