Police said the incidents took place between November 2024 and February 2025. Four of the six had previously been investigated for similar Public Order Act offences. A 31-year-old man faces three charges of participating in a public assembly without a permit outside Changi Prison, on 22 and 29 November 2024 and 23 January 2025, and a 56-year-old woman faces two such charges over the 22 and 29 November 2024 gatherings.

The 31-year-old and four others each face one further charge of participating in a public assembly in a prohibited area outside the State Courts on 3 February 2025. Two women in the group, aged 37 and 38, have prior stern warnings, conditional warnings or a fine for similar conduct.

Participating in a public assembly without a permit carries a fine of up to S$3,000. Participating in a public assembly in a prohibited area carries a fine of up to S$5,000, while organising one in a prohibited area can bring a fine of up to S$10,000, jail of up to six months, or both. Prohibited areas include the Istana, Parliament House, the Supreme Court and the State Courts, and their vicinities. Police said those who want to express their views without a permit can use Speakers’ Corner.
