The National Day Rally 2026 is done, and if you have kids, are planning a family, or are eyeing a BTO, this one lands right in your lap. Prime Minister Lawrence Wong delivered his National Day Rally 2026 speech on 23 August 2026 at the Institute of Technical Education (ITE) Headquarters, speaking in Malay, Mandarin and English. The headline lobang: a brand-new SG Child Support Package worth up to $62,000 per child, more childcare leave, cheaper preschool and better housing odds for growing families.
He was candid about the backdrop too, from a fast-changing world to rising cost-of-living pressures at home. “A burden shared is a burden halved. We will overcome challenges together,” he said in his Malay speech. Here is everything you need to know, minus the jargon. Bookmark this one, because the numbers are worth remembering.
National Day Rally 2026: Up To $62,000 Per Child
The biggest move is money for families. The current Baby Bonus Scheme and Large Families Scheme will be replaced by a new SG Child Support Package. Every Singapore Citizen child gets the same support, regardless of birth order, which is a real shift from the old tiered system.
Here is what each child receives, up to $62,000 in total:
- $10,000 Baby Gift in cash, paid in two tranches within the first 12 months.
- $32,000 Child Credits, at $2,000 in cash a year from age 1 to 16.
- $5,000 CDA First Step Grant, plus up to $5,000 in Government co-matching (the CDA now runs to age 16).
- $10,000 top-up to the Post-Secondary Education Account when the child turns 17.
Add in the existing $5,000 MediSave Grant for Newborns and annual Edusave top-ups, and each child receives around $70,000 in direct support from birth to age 17. The new package kicks in from 1 April 2027, with transition top-ups for those already on the Baby Bonus. Children turning 1 to 16 in 2026 will get their 2026 Child Credits by 30 April 2027.
More Childcare Leave, And Bosses Get Reimbursed
Time, not just money, was a big theme. Childcare Leave and Extended Childcare Leave will be merged into one scheme for parents with children aged 12 and below. The number of days now scales with how many children you have, not the age of your youngest.
- One child aged 12 and below: 8 days per working parent.
- Two children: 10 days per working parent.
- Three or more children: 12 days per working parent.
There is good news for employers too. The Government will reimburse the full cost of all child-related leave, up to the reimbursement cap, including maternity, paternity, adoption and shared parental leave. That should make it easier for parents to actually take the leave they are entitled to. Start dates will be announced later.
Cheaper Preschool: Fees Down To $150 A Month
Preschool costs are getting a serious trim. Full-day childcare and infant care fees at Government-supported centres will drop to $150 and $300 a month respectively, before means-testing. That is less than half of today’s fees.
- Reductions roll out progressively from 2028, hitting target levels by 2030.
- Full subsidies extend to families with SC children, regardless of the applicant’s working status.
- The network of Government-supported preschools will keep expanding.
More Help For Large Families
Have three or more kids? You will naturally get more, since the baseline support now applies to every child. On top of the package, large families keep the $5,000 Large Family MediSave Grant, with extra help coming for transport and housing. The Ministries of Transport and National Development will share details later.
Housing: Extra BTO Ballot Chances For Parents
Growing families get a leg up in the flat hunt. From the February 2027 sales exercise, first-timer families with or expecting children get one extra ballot chance for each Singapore Citizen child aged 18 and below. This applies to BTO and Sale of Balance Flat applications.
The income ceiling is also going up. For eligible families applying for an HFE letter from 24 August, the ceiling rises from $14,000 to $16,000. Preserving Culture: Dialect Films Get The Green Light
For the aunties, uncles and dialect lovers, this is shiok news. From September 2026, the Ministry of Digital Development and Information (MDDI) will ease restrictions on Chinese dialects in cinemas and pay TV. Films that are fully or mostly in dialect can be screened, with no cap on the number of screenings.
- Mandarin subtitles must be shown, and a Mandarin-dubbed version made available.
- Dialect limits on subscription TV, like one art-house dialect movie a week, will be removed.
- Mandarin stays the mainstay for free-to-air Chinese TV and radio.
Social Media: Minimum Age Could Go Beyond 13
PM Wong also flagged concerns about children and teens on social media. Right now users generally must be 13 to sign up, but enforcement largely relies on users declaring their own age. If platform safeguards stay inadequate, the Government will consider tougher rules, including raising the minimum age beyond 13. Parents, watch this space.
Growing Bigger: A Mega Western Island And A Tekong Tunnel
Looking further ahead, the Government wants to merge several islands south of Jurong Island, including Semakau, Bukom and Sudong, into one larger Western Island. It would support new industries and power infrastructure, with space set aside for the SAF. Think of it as the next chapter of the Jurong Island story.
The Government is also studying undersea tunnels to link Pulau Tekong to the mainland. “It will be a major undertaking. But if we can do it, it will bring our outer islands much closer to the rest of Singapore,” PM Wong said. NS recruits, one day your journey to Tekong might get a whole lot easier.
