MOE school aid for 2027 is open, and one form covers every child

Applications for the 2027 MOE Financial Assistance Scheme opened on 12 October, and the parents who most need it are the ones most likely to miss the window. The scheme covers school fees, miscellaneous fees, textbooks, uniform, a transport subsidy and meals, and it is applied for once a year, not renewed automatically.

Who qualifies

A Singapore citizen in a government or government-aided school qualifies if the household’s gross monthly income is S$4,000 or below, or if income per person in the household is S$1,000 or below. Either test is enough. Per capita income is the household income divided by the number of people living at the address.

Household income is averaged over the past 12 months and includes salary, trade income, bonuses, allowances and the employer’s CPF contribution, as well as taxable income such as rent, dividends and investment income. Household members include everyone related to the child by blood, marriage or legal adoption who lives at the same address, so a grandparent or an aunt counts.

What it pays for

The scheme waives school fees and standard miscellaneous fees in full. Textbooks and school attire come free: two sets of uniform, PE attire, one pair of shoes and two pairs of socks. There is a transport subsidy of S$21 a month, pro-rated from the month after approval to December. Meal subsidy is S$4.10 a meal for 10 meals in a school week, spent in the school canteen.

Families slightly above the MOE line are not left with nothing. Schools run their own assistance schemes, and the usual band is a household income between S$4,001 and S$5,500, or per capita income between S$1,001 and S$1,375, with fee subsidy as the base and school-based help on top.

How to apply

Applications go through the Student Finance System using Singpass, either in the Parents Gateway app under Services and then Financial Assistance, or at studentfinance.moe.gov.sg. One form covers every child in the family, even when they are in different government, government-aided, independent, specialised or specialised independent schools. Existing 2026 recipients have to apply again for 2027.

Children whose families receive MSF ComCare are granted the scheme automatically and do not need to apply. The outcome appears in the same portal, and an SMS goes to the Singpass-registered mobile number.

One thing not to do yet

Do not buy textbooks or uniform before the outcome is known. Schools will not reimburse purchases made ahead of an approved application, so a family that buys early can end up paying twice for the same items.
