Indonesia entry for Singapore passports: visa exemption, arrival card and the new Whoosh link

Singapore passport holders flying or sailing into Indonesia for a holiday do not need a visa on arrival, but every traveller still has to file an arrival card before landing. Since 16 October, that same arrival card in the All Indonesia platform also carries a link to book the Whoosh high speed train to Bandung or Karawang, according to an announcement by Indonesia’s Directorate General of Immigration (Imigrasi).

Visa exemption for Singapore passports

Imigrasi’s official visa portal at evisa.imigrasi.go.id lists the A1 Visa Exemption Tourism for Singapore passport holders visiting for tourism, family visits or transit. A visa exemption means there is no visa to apply for before the trip.

The A1 exemption gives a stay of up to 30 days, and Imigrasi marks it as not extendable. The portal lists no cost for it.

It covers tourism and visits to friends or family. It also covers business discussions, negotiations and the signing of agreements, site visits to offices, factories and mines, and medical treatment.

At the immigration counter, Imigrasi asks A1 travellers to show two things:

  • A passport valid for at least six months
  • An outbound ticket from Indonesia

The exemption does not allow work. Imigrasi states that holders cannot sell goods or services, and cannot receive payment or wages from people or companies in Indonesia.

Where the e-VOA fits in

The electronic visa on arrival, or e-VOA, is listed on the same portal for Singapore passports as the B1 Tourist (Visa On Arrival). It is applied for at evisa.imigrasi.go.id, and one application can cover five people at once.

For a Singapore passport holder on a holiday of 30 days or fewer, the A1 exemption already covers the trip, so the e-VOA is not needed. Visitors planning a longer tourist stay will find the C1 Tourist Single Entry Visitor Visa on the portal, which allows 60 days.

Visas that carry a fee are paid on the portal itself, through SIMPONI or by Mastercard, Visa or JCB card.

The arrival card everyone must file

The arrival card is separate from the visa question and applies to every traveller, including those on the visa exemption.

Imigrasi requires all travellers to submit an arrival card within three days before arriving in Indonesia, and the requirement is posted as a standing notice on its e-visa site.

The card is filed through All Indonesia at allindonesia.imigrasi.go.id. The platform rolls the immigration, customs, health and quarantine declarations into one form, and it opens for filing three days before the arrival date.

Imigrasi stated in October that 29,119,141 international passengers had used the platform.

Booking Whoosh from the arrival card

The Whoosh link is the newest part of All Indonesia. Imigrasi announced on 16 October 2026 that international passengers who have completed their arrival declaration on All Indonesia can open a link straight to the Whoosh ticket booking site, for trains to Bandung or Karawang.

The link leads to Whoosh’s own booking site, where schedules, seats and payment are handled. It is not a ticket and does not reserve a seat on its own, and it is not a visa or an entry permit. Travellers not heading to Bandung or Karawang can ignore it, though the arrival card remains compulsory for them.

The link took effect on 16 October, following a cooperation agreement signed that day by Director General of Immigration Hendarsam Marantoko and Dwiyana Slamet Riyadi, President Director of PT Kereta Cepat Indonesia China (KCIC), the operator of Whoosh. The signing took place at KCIC’s Halim marketing gallery in East Jakarta during the operator’s anniversary event.

The same agreement covers the exchange of passenger data and information between Imigrasi and KCIC to support immigration supervision, with Imigrasi stating that data security and personal data protection will be observed.

Whoosh carried more than 16.9 million passenger trips from the start of operations to July 2026, and 944,087 trips by foreign nationals up to August 2026, according to the announcement.
